    Including letter from Thomas Russel, declining place as second office of branch of Custom House at Banff, as Lord Fife has obtained the first office for one of his footmen.

    Thomas Russel, Banff, to John Innes of Muirryfold.
    Reasserts that he has no influence in the council of Banff; the man the council will support is the one who promises most to forward their public works; is sorry that he cannot assist Colonel Morris.

    The [Volunteer] Artillery Company [at Banff] was commanded and drilled by Thomas Russel of Rathen, who had begun his career in the Northern Fencibles. At this time he was a corporal of an Invalid Company of Artillery, and was stationed on recruiting service at Fort George. Considering him a "very discreet, well behaved man," the Town Council asked the Commander-in-Chief for his services, and these were granted by Lord Adam Gordon, April 28, 1795.

    Captain appointed 1795: Thomas Russel, March 24, 1795. Laird of Rathen; he had been formerly in the Northern Fencibles. In May, 1796, he was appointed a Lieutenant of Invalids at Sheerness " as a remuneration for former services." In February 1799, he raised a company at Rosehearty but rejoined the Banff Company in 1803, retiring 1808. He died in 1827; aged 85.
