She was born near Woodstock, Va. on June 12, 1909, a daughter of the late Rev. J. Marshall Tise and Alice Peterman Tise. Her home was in Floyd County for many years where she grew up and received her high school education. She was a graduate of Marion College and of Roanoke College and received a Master's Degree in Guidance from the University of Virginia. She was awarded a Ford Foundation Fellowship for a year of travel in 1955-56 when she visited schools and universities in seven states to learn about guidance and other student services. She moved to Richmond and for two years was Supervisor of Guidance, Testing and Research in the Virginia State Department of Education. She returned to Roanoke in 1961 and filled the position of Supervisor of Secondary Education in the city schools. In 1967 she was appointed Director of Pupil Personnel Services in the Roanoke City Schools, a position she held until her retirement in 1972. She served as president of Virginia Education Association Guidance Section, and of the Virginia Association for Counselor Education and Supervision. She was a member of Christ Lutheran Church, Roanoke, and was active in the work of the church. She was a member of four overseas seminars planned by the Division of World Missions of the Lutheran Church in America, and she served as World Mission Interpreter for the Virginia Synod of the Lutheran Church in America.
