He studied and practiced law at Jamestown. In 1861 he was elected a member of the Tennessee Legilature. He succeeded his brother, Bailey Owen Bowden, as clerk and Master of Fentress Co, TN. He later served 14 years as a clerk in the pension office, Knoxville, TN. Have seen that he married a Sarah Cooper, but that appears to be the marriage of a younger Sampson Cooper, son of Landon H. Bowden.
