Note: Roy James was the adopted son of Ellen Blackwell West and William Milton West. Roy was adopted when William was 58 and Ellen was 48 yrs.
The birth cert for Roy is non standard. it is the typ issued by the state for adoptions.
The Adams cty recorder has no standard birth records for him.
I have tried to contact Judge Valle in Probate in Adams cty for more info.
