In 1907 his parents settled in Fernhill, Pierce Co. WA., and later moved to Puyallup, Pierce Co. WA. He and his twin brother, Harold went to kindergarden down by the Meeker Mansion in Puyallup.
In 1910, City of Puyallup, Pierce Co. WA. census Howard lived with his parents, male, white, age 09 yrs, single, b. PA. In 1917/18 City of Tacoma Directory, he worked at Todd's Shipyards. In 1920 Howard still lived with his parents and is listed 1920 WA. Soundex, Vol36/226 20/14, son, 18, b. PA. In 1925 Howard married Eva Shaw, Tacoma WA. They had only one child, Shirley, He m2) Hazel Phillips, who had a daughter, Louise by her former marriage.
Even though Howard and Harold were identical twins, they were different as night and day in many ways. Howard could not get pass Harold's children and grandchildren. They felt uneasy in his presence. There was a roughness to his voice and actions.
Howard blamed everyone else for his failures. He was a quick tempered man and there was no reasoning with a man whose mind was already made up on any subject. Maybe he married with high ideals, but the marriage was built on rocky ground and was doomed from the start. Howard cheated on Eva. Several times when he was confronted, he simply told everyone that it was brother, Harold. This statement did not set too well with Ethel (Edwards) Bailey who knewthat her husband Harold was at home with his family.
In 1928, the Baileys aired their "dirty laundry" in a divorce hearing #61997in Superior Court of the State of Washington. Pierce Co. Howard Bailey, Plaintiff, vs. Eva Bailey, Complaint, No. 61997
The plaintiff testified: 01. He had resided in Pierce Co. WA. for more than one year prior to the filing of the complaint.
 02. He and defendant were married in Tacoma, WA., 2d Feb. 1925, 03. That one child had been born as the issue of said marriage, to-wit: Shirley Bailey, a girl, now two and half years of age.
 04. That the time of the marriage the defendant, or defendant's parents, owned some ranch property near Puyallup, WA, and that the parties hereto made their home of said property since their marriage, the plaintiff has at all times since his marriage worked on said property, or for other persons, and that through the community efforts of the parties hereto three rooms have been added to the house on said property, a garage, feed room, and water system piped around the place, and the plumbing has been put it; besides this 400 chickens have been accumulated and from four to five hundred dollars worth of furniture and dishes have been on the place by the community; there is also one light Ford truck, purchased since said marriage.
The defendant was married before she married this plaintiff and has two children by this former marriage, and that the community has supported and cared for said children since the marriage of the parties hereto.
 05. During the entire married life of the parties they quarrelled upon frequent occasions, and most of those difficulties have arisen over money matters. The defendant being the owner, or in control of the property and which they have lived has wanted the plaintiff to work on said property, and to turn in all the money he was able to earn on same property for the betterment and improvement thereof, and has said to the plaintiff, and to others that he would never get any little or interest in said property; that the plaintiff has worked all of the time, and has turned in all of the earnings towards the improvement of said property, but that defendant has not been satisfied with his efforts; that the defendant has an extremely bad and quarrelsome disposition; and that she was ungovernable temper; and frequently in the past she would get into a violent rage, and would holler and scream, to such an extent as to attract the attention of neighbors and other persons, at such times she would use extremely vile and vulgar language in the present of plaintiff and other persons, and threaten to kill the plaintiff and their minor child, and threaten to have the plaintiff arrested; that upon one occasion the defendant attacked the plaintiff with a pitchfork, and on another occasion the defendant hit the plaintiff on the head with a rock; and that she has frequently ordered the plaintiff off the place and said to him she could get another man; that the personal indignities, and the cruel treatment accorded plaintiff by the defendant has rendered life burdensome to him and has brought conditions wherein he has love all love and affection for the defendant, and that he cannot longer live with plaintiff as his wife.
Wherefore Plaintiff Prays, that he may be granted an interlocutory decree of divorce from the defendant, and the end of six months he made final.
That the plaintiff herein may be declared to be the owner in his own right of the light Ford trunk now in his possession, which is the property of the community herein.
Subscribed and sworn before the Notary Public 2nd July 1928,
 Eva testified:
 01. Defendants admits allegations of 01,02,03, of plaintiff's complaint.
 02. Answered paragraph.04, of plaintiff's complaint defendant, admits that at the time of the marriage of the defendant was the owner of the certain ranch property near the city of Puyallup, and had made their home on property since their marriage; but the defendant denies that the property has been improved through the community efforts of the parties in the particulars mentioned; and denies that there has been an accumulation any of the personal property mentioned in said paragraph of said complaint; and denies that the care and support of the defendant's children by a former marriage have been by the community, consisting of the parties hereto.
 03. Answered paragraph 05, defendant admits that during their married life they have quarreled on frequent occasions, denied most of the difficulties had arisen over money matters, then defendant denied every other allegation and thing in said paragraph alleged.
At the time of marriage plaintiff was without money and credits, and upon the credit of Eva's mother, he indulged in unnecessary expenditures for clothing and other personal property beyond the means he could afford; material for the 3 alleged rooms, used in the garage, feed room, so called water system and plumbing had not been paid, and the work had been done by husband of the defendant's sister, and at the expense of the defendant's mother. None of the plaintiff's money or money belonging to the community was ever used, the 400 chickens alleged by the plaintiff had not been paid for either. The obligations with plaintiff's mother and father were obligated to meet and which were secured by the plaintiff became so numerous that defendant conveyed title to the property to her parents and title and ownership of said property now belongs to the parents.
Time to time there were chickens upon the place, the plaintiff secured money for the produce from said chickens, instead of applying the monies towards the liquidation of said bills and to bills for keeping said flock of chickens, plaintiff had squandered and spent monies for personal obligations, and became so deeply indebted to the feed dealer the flock had been taken over the feed dealer to partially liquidate the indebtedness owning him. As for the Ford trunk, it was transferred by bill of sale to the defendant's mother and a mortgage upon said truck was the given to the feed dealer as security for the account of the plaintiff and defendant.,
A great portion of time during the marriage the plaintiff had been out of work and the family was forced to exist upon the charity of relatives, although plaintiff has at all times been capable of earning lucrative wages for himself and his family.
The plaintiff was possessed of a violent temper and as a result indulged in numerous quarrels, and the quarrels and outbursts had increased and he had been goaded on to a quarrelsome attitude under the influence of his parents and brother, with who he counsel, and he is constant contact, as a result his attitude towards his wife at at times extremely quarrelsome, and without his parents and other relatives uninfluenced they could live together happily.
The flock of birds would not yield a return for a number of months, a continual expense, that the defendant will be obliged to dispose of because of lack of money, the defendant was without money and support for their daughter, Shirley, there was no income from the place occupied by her, and unless the plaintiff continued suppose for Eva and Shirley, she would have to depend upon the charity of relatives and upon her own labor; all her children were young and required her constant attention and it was impossible for her to employ herself in gainful occupation or for a living wage.
The Ford Truck belonging to the defendant's mother was in the possession of the plaintiff and had undertaken to mortgage two different parties and borrowed money from loan companies and from various sources so all his earnings had gone to the indebtedness, none of his earning went to improve property or care and support of her children by the former marriage.
During a fit of temper upon Saturday, 29 July 1928, they were riding in the automobile mentioned, said complaint violently struck her and ordered defendant and the children out of the automobile at the time he announced he would not return to the home, at the time he left defendant without funds and credit, but for the charity of relatives would have no place to live. The plaintiff had destroyed all credit ever possessed by them, by his numerous borrowings and obligating himself on numerous occasions for clothing and other articles not required by the plaintiff and defendant, and purchased by the plaintiff over the the protest of defendant. Defendant prays that the plaintiff take nothing by his complaint; and that the same be dismissed, and she granted the sum of $50.00 per month of support of herself and their child. Further sum of $100.00 as attorney's fees and $50.00 for court costs.
Shirley would receive $15.00 a month for her support. If she needed anything else for her father, she may received it, but Howard would take the price out of the next month's support money. Shirley, her half sisters, and mother, Eva (Shaw) Bailey, lived with Eva's parents. Howard married Hazel Phillips
and two of them together treated Shirley like dirt.
Additional Note: When the car salesman came for the car, he could not find Howard anywhere. He finally asked Harold Bailey about the car. He said; "Howard took out it behind his dad's place and fell a tree over it."
In the 1930 Howard Bailey had left Puyallup, WA. and was living his mother, Maude's sister, Lula and her husband, Geroge Kittner in Louisville City, KY.

Howard had several heart attacks and wanted to retire, but his wife, Hazel, had different ideas and said they could not live on a pension. On a rainy day in the Milwaukee Railroad yard, the Good Lord took matters in his own hands. "Heart attack- Kills Worker. A 60 year old Puyallup railroad worker was dead on arrival at a local hospital yesterday afternoon, after police and firemen used a fork lift his stricken form from the top of a rain spattered freight car. Howard W. Bailey, of 1014 Pioneer E., died of a coronary heart attack according to the Dr. Frank James, Pierce Co. Coroner. Bailey was welding on the top of the car under the bridge passing the Milwaukee Road passenger depot. He cried out to Charlie R. Campbell of 3411 S. 82th Street., the assistant car foreman. "I was below." Campbell said. "He was down on his knees. He called out 'Chuck' and fell over." Tacoma firemen and an ambulance arrived almost simultaneously, Campbell said. Wary of moving the man, they called the railroad physician and the Tacoma Fire Department 's resuscitator and rescue unit. According to Police Officer R.F. Ferguson, the rescue team administered oxygen as firemen and policemen lifted Bailey into a litter. Harry Connolly, another Milwaukee worker drove a fork lift truck with a wooden platform to the end of the car. Firemen lowered the litter onto the platform and Connolly eased Bailey to the ground. Dr. James said the victim had suffered heart attacks and was under medical care. His body was taken to Hill Funeral Home in Puyallup. WA. At Howard's funeral many heads turned when Harold walked into the room and stood beside his brother's casket. They thought they were seeing a "spirit." Many people did not know Howard was a twin.
