 History of Franklin County, Tennessee
  Wikipedia:
The area became strongly secessionist, and Franklin County formallythreatened to secede from Tennessee and join Alabama if Tennessee didnot leave the union, which it shortly did. This contrasted sharplywith the situation in nearby Winston County, Alabama, which waspro-Union and discussed seceding from Alabama. The two illustrate theoften divided and confused state of loyalties in the central Southduring this period.
During 1863, the Confederate Army of Tennessee retreated through thecounty, leaving it to Union control thereafter.
