She was born on July 11, 1921 in Los Angeles, CA, and was the only child of John Lloyd Spellman and Rita Mae (Spiva) Spellman. Her maternal grandparents were Pleasant & Emma Spiva, California pioneers in Yuba county. On Nov 7, 1947 she married Hayden James Rhoy in Sacramento, CA, a widower with a small daughter. They were married for 46 years when he passed away in 1994. They had no children of their own. Her career after they married was aiding her husband in his insurance business, where she obtained her own insurance license. After her husband retired because of ill health she worked for the State of California, and then for Sacramento County Welfare Department and worked her way up by additional education to being a welfare case worker until her retirement in Oct 1983. She lived in Sacramento for 64 years. She was predeceased by her parents and husband and a half-sister, Virginia Hibbard.
