  If you check the statistics on FreeBDM for your time of interest it is virtually 100% complete, so you would expect to find him. Until 1934 Ufford was in the district of Stamford & the following may be your birth. The only way to check parents is to buy the certificate (or order with a query), find a baptism, or I believe some district registry offices will check - but living in Oz the later is a little tricky.

 Pop: 6,700
 Location 132 km S.E. of Melbourne.
 Wonthaggi evolved from the disastrous NSW coal strikes around the turn of the century, which prompted the Victorian Government to exploit the district's black coal reserves, as a national emergency. A tent camp grew quickly to house men and by 1910 the basis for the town had beenlaid out on a grid pattern. Between 1919 and 1931 the mine produced over a million tonnes of coal and helped to keep the State rail system viable. The State Coal Mineclosed in 1968 and is now operated by Parks Victoria as a visitor experience, complete with underground tours and a well-presented museum.
