Those who knew former city clerk Ted Outram described him as a man who was dedicated to his work and, above all, to Peterborough. The 82-year-old Outram died yesterday at his Plati Avenue home. Born here, he was a Peterborough Collegiate V.S. graduate and after a degree at the University of Toronto, returned here and worked 7 years as a Peterborough Examiner reporter before beginning a career with the city. He became deputy clerk in 1935 and city clerk in 1940, a position he held almost 30 years before retiring. "He was a damm good man for his era." said city utility service director Jim Hooper. "He was more like a city administrator than anything else and I honestly believe he always acted in the best interest of the city and its citizens." City hall was much smaller during Outram's era, a time when a city clerk had a high community profile. It was also the early days of zoning. "It was Outram's job to tell people of council decisions and he took a lot of flak from the public because of it." said Hooper. "In those days there was nobody else to take the rap." Most city staff and elected officials saw beyond his sometimes crusty manner to what former Peterborough County sheriff Stan McBrride described as "a man dedicated to acting for the public good. He spoke his mind, was firm and always backed up his arguments with fact," said McBride. "He was absolutely fearless. if anyone wanted an honest opinion, Ted gave it with both barrels." McBride, one of 16 mayors and 84 aldermen Outram worked under during his 35 years, said Outram had a "soft side" revealed to those who needed advice and help. "Ted gave a lot of advice to people on things. He even reached into his pockets a few times." "I'll never forget an ex-serviceman who told about how difficult it was for him to find a job when he returned after the war. He said"...the only person who offered any real help was Ted Outram." City clerk Syd Hendry, who was deputy clerk under Outram for 4 years and succeeded him in December 1969, said "Outram was so interested in municipal business he founded a training course for senior municipal employees, which was offered for many years at Queen's University and now at community colleges." While he leaned a great deal from Outram, they often disagreed on matters, Hendry said, "we sometimes disagreed very loudly." Former mayors Alene Holt & Joe Behan both referred to Outram as "a legend in his own time," who was quick to remind council if something they were doing wasn't in accordance with the municipal act. "He was able to do that charmingly and the other way," said Behan. During his career Outram wore many hats. He was Peterborough's industrial commissioner, secretary of the board of health and the police commission, city purchasing agent, city negotiator with the unions, zoning committee chairman, secretary-advisor to the city and district planning boards, city property manager and coordinator of municipalizes. He was also Ontario Municipal Association President for 1950-51 and a fellow of the Institute of Public Administration of Canada and of the Chartered Institute of Secretaries.
