If Phebe was born in CT, they could have been married in several places, but if she was born in NY, then I suspect John came over from RI, met Phebe, and married her in Rensselaerville or some other place in Albany County about 1814 - based upon Harvey's estimated 1815 birth year (earlier if there were children before Harvey).
