  The book: "The Family of William Penn Founder of Pennsylvania Ancestry and Descendants" by Howard M. Jenkins gives the following information that would indicate Anrew's connection to the Penn family is that of brother-in-law to John Penn, and that he was some time Attorney-General of the Province of Pennsylvania.
