 I, Choice Moore, County Judge of Bonham, Fannin County, Texas do hereby certify that I have known Joe Rushing, who now resides in Loyalton, California, for many years.
 I know Joe Rushing to be an upright, conscientious and energetic citizen and have always known him to be a good public official and peace officer.
 Mr. Rushing was elected to the office of Constable for four (4) consecutive terms from the Leonard precinct in Fannin County, Texas. He served three (3) of these terms and resigned during his fourth term to enter defense work in Dallas. He served efficiently and well and probably could have been reelected many more times to the same office. I know that Mr. Rushing would do well and proper in any field of endeavor which had to do with or which might be similar to law enforcing.
