a. Note:   In 1850 he as elected to the State Senate, a delegate to the Democratic Convenions in 1848,1856, and 1860 and was nominated in 1855 to run for liertentant Governor but was not elected. In 1859 he was nominated to run for Governor and won by 8,000 votes and took office on the eve of secession. He opposed secession and the call for troops by both the Union and the south, and, on May 20, 1861, proclaimed Kentucky neutral. His famous quote when President Lincoln asked for troops-"Not a man, and not a dollar." The neutrality was broken so often by both north and south that the pro-union legislature acted to change the neutrality resolution. The governor vetoed the resolution which was overridden by the legislature. Under great pressure, he resigned in August 1862.
 He retired to "Temple Hill", his home in Harrodsburg and did not reenter politics except briefly, as a representative to the legislature from Mercer County for two years-1867-1869. President Hayes appointed him as a representative to the Paris Exposition in 1878, naming him an honorary commissioner. His headstone reads"Governor Magoffin 1815-1885. Another bust and some of his papers and mementos are in the museum at old Fort Harrod.
