According to the 1891 census for Lydney, he resided in Bream Road, Lydney. (The large house named Highbury still stands, almost opposite the rear of Lydney Hospital). He was then aged 34; his occupation was "Colliery Proprietor and Secretary of Colliery Company". He was Chairman of the Forest of Dean Coalowners Association and Secretary and Director of the Parkend Deep Navigation Collieries Ltd. His birthplace is given as Cornwall and also in the house at the time of the census were his wife Jane (33 years, born Newport, Monmouthshire), a daughter Edith (6 yrs, born Newport, Mon) and a daughter Hilda (3 years born Lydney). During his lifetime he became a Justice of the Peace and was also appointed a fellow of the Royal Horticultural Society. Frank Hockaday died at Highbury House in his 70th year on 25th August 1924 and according to the Gloucester Journal of 22 Nov. 1924 he left gross estate of �8,565 19s 2d with net personalty of �6367 15s 1 Id. His death meant that the Gloucester Diocese lost a man who had acquired an exceptional knowledge of its history since its formation in 1541 as a separate See. Roland Austin (one time chief librarian of Gloucester City Library) states and a tribute to his memory is due from all concerned with ecclesiastical affairs, for the immense pains which he took to calendar and arrange the Consistory Court Act Books and the vast mass of documents connected with them. The light which these records throw upon the social and religious life of the people is realized by few and it was the desire to make their value more widely known which induced Mr. Hockaday to direct his attention to them". Frank Hockaday's interest was first aroused in 1908 when, wishing to obtain some particulars of Lydney Church for writing a parochial history, he found that the existence of the Consistory Court Act Books was almost entirely forgotten. Roland Austin states that it was due to Hockaday's persistent enquiry that they were eventually found. Although he had no previous experience in the study of archives, he sought permission to arrange the records with the hope that eventually they might be published through the formation of a record society. The then Bishop of Gloucester, Dr. E.G. Sumner Gibson and the Registrar, Mr. F. Hannam Clark, had such confidence in Frank Hockaday that he was allowed to move the whole of the manuscripts to a fire proof building which he had erected at his home in Lydney, so that he might investigate them under better conditions. For the remainder of his life, Frank Hockaday spent all his spare time to the object he had in view and must have realized the immensity of the task he had set himself. His scheme was so well thought out that by means of indexing and other work, he obtained a knowledge of Act books and other documents which had previously been impossible, and indeed had not been attempted by anyone. Not content with the material in hand, he spent considerable sums of money having the collections of Lambeth Palace, the Public Record Office and Registries of Bristol, Hereford and Worcester searched for every record bearing on the history of the diocese (of Gloucester). Through his study Frank Hockaday made himself thoroughly conversant with Ecclesiastical Courts and he became an expert in his knowledge of Latin and palaeography. In 1914 he was called as a witness before the Royal Commission on Public Records, giving evidence on the custody of records belonging to ecclesiastical bodies based on his own experience in the Diocese of Gloucester. The Commissioners visited his rooms at Lydney and it is recorded that they were well satisfied as to the safety of the records in his care. Roland Austin wrote in 1924 " ...It is a matter of regret that the Record Society which he had in his mind was not formed in his lifetime". Frank Hockaday was one of the few men selected to read the proofs of the new ALUMNI CANTABRIGIENSES. It was always his wish that the abstracts, papers and indexes which he had compiled should be placed in the Gloucester Public Library (Brunswick Road, Gloucester), and with the willing concurrence of his family this was done; they are still available for researchers to use in the Local Studies Library there.
