Note: Frank Southern Waggener was born on January 16, 1853, to his parents Reuben Garnett Waggener and Mary E. (Moore) Waggener. Although in his death records he is listed as having been born in 1855, I am pretty sure he was born in 1853. He almost certainly was born and grew up in the family house near Rush Tower. I don't have much information about his life at this time. He is apparently listed with his family in the 1870 census as Ben F. Waggoner. This must be an an error, but perhaps was a nickname he used at the time. He was 17 years old in 1870. He married Mary Shannon on June 2, 1891, and they had three children that I know of. One of their children, Earl, is listed as being born in Colorado in 1896. It is not know if they were living or visiting there at that time. In the 1900 census they are living in St. Louis. In the household with them is Mary's brother Thomas, who is listed as a policeman. It appears that they might have had some rough times at that point. Mary had sold a piece of property to Frank's brother Stokely in February of 1900, and on the census that year, Frank is listed as having been unemployed for six months. In 1907 they were living in or near Rush Tower and Frank was farming. He seems to have lived most of the rest of his life in Jefferson County, Missouri, and is buried there with Mary and a couple of their boys in the Gamel-Methodist Cemetery.
