He received a common school education, and commenced to work in a cotton mill when about eleven years old. He worked for Messrs. Ashton Bros. & Co. at the Sheepwash Mill as a back boy, piecer, and mule spinner until 1868, when he came out to the United States. He worked in Andover, Henry County, Ill, for a year on a farm. He afterwards went to Chicago and worked in the Chicago Stove Works until the fall of 1874, when he left to go back to England. He worked in Stockport as a mule spinner until 1879, when he came out to Dundas, Ont., and worked for the Dundas Cotton Company for about two years. He left there and went to work in the Craven Cotton Mill at Braantford, Ont.,; after being there a short time, he was sent for to go back to the Dundas Cotton Mill to take charge of a part of the ring spinning. When the Kingston Cotton Mill of Kingston, Ont., started, he was sent for to go there , where he worked until 1890, when he left to go to Hamilton, Ont.,; not being suited there he moved to Capron Mill, near Utica, N.Y. He then went to work in Kingston again, where he is still employed by the Dominion Cotton Mills Company as overseer of mule and ring spinning. His father and mother, and also his grandfather and grandmother, all worked in the cotton business. Not until 1968 were the mills taken over by Courtaulds. Thomas Ashton Jnr. earned particular note for his conduct during the Cotton Famine of 1861-5, keeping his mills running despite the high cost of cotton, and even managing to build a new mill at Throstle Bank, thus saving many of his employees from unemployment. Y., November 15, 1904, it was unanimously resolved as follows, to wit: That the Utica Chamber of Commerce hereby approves the Cooper- Quarles bill, so called, extending the power of the Interstate Commerce Commission, so that when rates made by railroads are complained of before the Commission as unjust and unreasonable, the Commission, after full hearing and investigation, shall not only have power to so decide, as under the act at present, but to further decide what rates are just and reasonable in the premises and, subject to review by the courts, to enforce its said decision. That in view of the condemnation expressed by the United States Supreme Court in the case of the Cincinnati, New Orleans and Texas Pacific Railway v. Interstate Commerce Commission, 1»5'2 U. S. S. C. R., page 194, etc., of the practice of railroads in withholding their evidence before the Commission and then for the first time seeking to present it to the court in proceedings to review the decisions of the Commission, the Utica Chamber of Commerce favors changing the language of the Cooper-Quarles bill so that the court may, in its discretion, cause any additional evidence that parties desire to offer, to be token before the Commission instead of by the court and requiring the Commission to return the same with its further report and opinion thereon. Therefore, we manufacturers, merchants, shippers, and consignees of Utica and vicinity do hereby indorse and approve the foregoing action taken by the Utica Chamber of Commerce, and do hereby request Congress to pass the said Cooper-Quarles bill, so-called, amended as above suggested, and do hereby request the Hon. Thomas C. Platt and the Hon. Chauncey M. Depew, Senators from the State of New York, and the Hon. James S. OBIT: Samuel Rowcroft, Long in Capron, Dies Early To-Day Samuel Rowcroft died at 2 o'clock this morning at his home, 316 Richardson Ave., this city. He was born in Stockport, England, on Sept. 2, 1847. In 1867 he was married to Ellen Garner of that place and the following year they came to America, settling in Andover, Ill. From 1879 to 1894, his home was at Dundas and then Kingston, Canada. He came with, his family to Capron in 1894, finding employment as an overseer with the old Utica Cotton Company. Leaving this work he conducted the Capron store until 1907, when he retired. He was a member of Oriental Lodge, 324. F. & A. M. and attended the Methodist Church. He formerly served as trustee for the school at Capron. In politics he was a Republican. He [?] thought of by his neighbors and acquaintances as an active and good citizen. Surviving Mr. Rowcroft are his wife and four daughters: Mrs. W.O. Wilson. Mrs. Mary Mary Powers. Mrs. Frank Walker and Mrs. W. J. Wilson, all of Utica. He also leaves three grandchildren and one great grandchild.
