Hillhouse THE REVOLUTIONARY WAR Council of War at Burke County Jail In January 1779, after the British had captured Savannah, two British commanders, Commodore Hyde Parker and Colonel Archibald Campbell, promulgated from Savannah a proclamation which offered immunity and security to all former colonists who would come and take the oath of allegiance to the Crown. With the fall of Savannah, Sunbury and Ebenezer, the occupation of all Georgia by the British seemed certain, and by the time the British forces had pushed up the Savannah River as far as the Twin Sisters' Ferry, inhabitants were flocking in to swear allegiance, and in many cases had enrolled in the loyalists' ranks. A group of Patriot officers, however, met at the Burke County Jail on January 14, 1779, to determine the most expedient method of counteracting this disaffection. Lt. Col. James Ingram was the initiator of this "Council of War." Officers present were: Col. Francis Pugh; Lt. Col. James Ingram; Lt. Col. Samuel Mathews; Maj. James Martin; thirteen captains: Andrew Burney, Benj. Mathews, Charles Crawford, Daniel Walikon, John H. Wilkinson, George Wyche, Joseph Atkinson, Moses Davis, John Sharp, Thomas Lewis, Joshua Inman (written Hinman), John Warren and John Murrey; and nine Lieutenants: Robert Clark, Thomas Townsend, Matthia Gray, Thomas Ford, Shadrack Inman (written Hinman), James Costilo, Samuel Holton, James Lewis and Frederick Wommack. It should be noted that at least fourteen members of the Council of War were Burke Countians: Pugh, Lanier, Martin, Wyche, Atkinson, Davis, Sharp, Thomas and James Lewis, Joshua and Shadrack Inman, Warren, Gray and Wommack. The Council determined upon two bold courses of action: the issuance of a proclamation of their own giving the inhabitants three days within which to come to the Burke County Jail and pledge allegiance to the American cause; otherwise they would be treated as enemies and dealt with accordingly; and second, prompt arrest of nine Tory leaders named in the Council's proceedings who had been deluding the people into joining the British cause, plus a concurrent confiscation of these Tories' estates for use by the State. Those so named were: Col. Thomas, David Russel, William Tucker, William Belfair, John Bonell, John Robison, Henry Overstreet, Valentine Hollingsworth and Parson Ranoldson. The officers under Col. Pugh agreed each to take a party of eight horsemen and apprehend these "leaders and deluders of the people and bring them into Camp." The proclamation follows in full and with its original spelling and punctuation. To the INHABITANTS of the Counties of BURKE and EFFINGHAM. WHEREAS many designing and artful Traitors who heretofore have claimed Protection from the United States have taken advantage of the Credulety of the good People of this State, and thereby Poisoned the minds of the Inhabitants of the above named Countiles by exhibiting Thro' a Magnifying Glass the Power of our enemies and taking the advantage of the Ingnorant by putting a rong construction on a Proclamation dated at Savannah Jan. 4th 1779. Issued by two of the King's Officers who are come to Georgia to make their last Struggle against the defenseless Citizens of this State, which they know were reduced to a state of distress, by their In- fluence over the Emessaries of the Devil and the King of Great Britain, namely the Indians from whome we now expect a little rest, but being recovered from our Surprise I am come to this Place with an Armed Force to protect and save our fellow Citizens. - Be it therefore KNOWN to all the good people of this State that all those that will repair to the AMERICAN STANDARD at Burke Jail, take the Oath of Allegiance and take up Arms within the Space of three days after seeing this shall be deemed as friends to their Country and be protected in thier persons and properties (a few of the leaders excepted). You have my Countrymen no way of returning to the Class of peaceful Citizens but by diring from te Continent every external enermy, for if you raise your Arms in defence of the King, consider you have, by far the greatest and strongest part of this State to Conquer and the other Twelve, for one link of the chain cannot fall to the ground, therefore open your eyes e're it is too late for should you fail to come in. The Judge handling an action against the estate on behalf of Martha Hicks Hatcher decided to work at home on this matter and took papers home with him, including a copy of the will of Josiah Hatcher, that evening the Burke County Court House caught fire and burned. The fact that a copy of the will of Josiah Hatcher exists today is because of that Judge. The will was included as exhibit B in this file. The file can be found at the Burke County Court House. I believe the last of the supplementary pages was recorded by Emula Cecile LaTaste Whidby, daughter of Elizabeth Ann Hatcher LaTaste, and granddaughter of Sarah and Josiah Hatcher. Only two of her siblings were living in 1926 (John and Lucien), and she was the one who kept track of the extended LaTaste family. She owned the Bible until, as she says in her letter to Cliff Hatcher, she gave it to her niece in Iowa (Victorine McColl Bonney) for safekeeping. Possibly Emula�s sister Julia had it from the time of the death of their mother in 1890, until Julia died in 1914. But most certainly Emula had it from 1914 until she gave it to her niece. That was most probably sometime between 1926 (date of the last entry) and 1933 when Victorine died. At Victorine�s death it went to her foster son, Leland Dunbar LaTaste, who was the orphan son of her first cousin, Julius Victor LaTaste, and also a great grandson of Elizabeth Ann and Victor LaTaste. Dunbar LaTaste, who was unmarried, gave it to Lawton G Hatcher ca 1936. CHRONOLOGY OF THE BIBLE OWNERS ca1818-1820 to 1846: Josiah Hatcher and his 2nd wife, Sarah Hill Hatcher. (Sarah died in 1846) 1846 to 1890: Elizabeth Ann Hatcher LaTaste (dau of Josiah and Sarah). Her husband was Victor LaTaste. The entries during this period are all concerning the LaTastes -- Elizabeth Ann and Victor�s family. Elizabeth Ann died in 1890. Victor had died in 1867. 1890 to 1926 or some later: Daughter or daughters of Elizabeth Ann Hatcher LaTaste. Her daughter Emula C Whidby was the last daughter to own it. Emula had made her home with her sister Julia before Julia died in 1914.
