We are of opinion that the Upper Three Runs may be rendered navigable for the sum of four thousand Dollars to the distance of twenty or twenty five miles from its mouth with a judiciary Expenditure of that amount the stream may be rendered navigable for Boats carrying Two Hundred Bales of cotton, eight Hundred or a thousand Bushels of corn and rafts containing Eight or Ten Thousand feet of Lumber and Staves By actual measurements the undersigned have ascertained that from the mouth of the Run to Turkey Creek, which is Twelve miles, the stream is from four to Eight feet deep & from forty to forty five feet wide above Turkey Creek to Coopers bridge. The mean depth is from three to Six feet & the width from twenty five to Thirty five feet. The Stream is remarkably straight, passing through a Tract of county well adapted to the culture of cotton- .Provisions - The Streams tributary to the Runs are many & Peculiarly adapted to Hills & the country abounds with Timber of the best quality. The undersigned beg leave to suggest some of the advantages that would result from rendering the Upper Three runs navigable. The inhabitants on or near the Stream would be enabled to send their supplys ___ to a better Market, viz, Charleston at a much less expense then they now waggon their produce to Augusta. The _____ of transportation and the enhancement of price would have a tendency to increase the amount of Supplies produced which is now considerable. A direct water conveyance to the Charleston Market through the Savannah River Stream Boats would be affected. Point Comfort at the mouth of the Runs would furnish a convenient place of deposit for Cotton, Lumber & provisions to be placed on board the steam boats, a conveyance for Sawed Lumber would be opened which does not now exist & which would enable the inhabitants to send immense quantities of the best quality of that article to market. Steam boat wood which is now becoming scarce on the Savannah River would be furnished in great quantity Sufficient to supply all the Boats on the River & at little expense. From Hamburg to the mouth of the Runs is Twenty one miles and by rendering the Stream navigable the inhabitants would also have access to that Market. By opening the Stream, large tracts of swamp land at present owing to obstructions in the Stream subject to be overflowed would be rendered dry & fit for cultivation all of which is respectfully submitted.
