The 1851 directory shows a William Marshall as an accountant for Gallego Mills, a large flour-milling operation. In 1855 he is shown as a bookkeeper for the same concern. I gave a quick look at the published 1850 census and found he and his family living in the household of Jacob Hall; also, checked the index for a large cemetery and found the date of his burial; from there, I checked the papers for an obituary. Normally, I do not undertake such research but I was curious about the consul statement for I was aware there was a consular office in Norfolk but not Richmond [but this is not my period of expertise]. Anyway, his obit in the Richmond Dispatch on 30 June 1891 (page 3) states: held the position of British vice-consul here for years. I feel you will be able to locate additional information easily in collections available at the Library of Virginia and/or the Virginia Historical Society. I can furnish a list of researchers familiar with our facilities if you are not able to come here yourself. As I assume you know, we will be closing later this year for a move to a new facility so if you do plan to come, please check with us first."
