Whitehurst was issued an occupational license for Hillsborough County, Florida on November 1891 for a Livery Stable. He paid $4.58 and $2.29. The 1927 Charter provided that the city commission would appoint a Mayor from one of its members. In May, 1931, the Plant City charter was amended by a special act of the legislature. This amendment provided for a special election by the electorate for the Mayor. In 1995, a referendum was held and the charter was again amended to provide that the Mayor's position was appointed by the city commissioners. Prior to the 1927 charter, according to Plant City - Its Origins and History, written by Quintilla Geer Bruton and David E. Bailey, Jr., the following persons served as Mayor: City of Plant City W. B. Herring1912-1913 J. S. Whitehurst1914-1915 C. B. Root1916-1919 W. E. Lee1920-1925 Walter Wells1926 "1907 was a year not soon forgotten by Plant Citians. Two devastating fires only months apart all but wiped out the town. The first occurred July 4th and the second October 15th. A month after the fire a small group of public-spirited businessmen who called themselves "Plant City Boosters" made a promotional trip to Chicago. The trip did not appear to be sponsored by the Board of Trade as there was no mention of it in connection with the trip. The party was composed of H.B. Wordehoff, C.B. Root, W.L. Lowry, C.E. Barnes, J.D. Rooney, J.A. Walworth, E.J. DeVane, L.R. Waver, J.S. Whitehurst, F.E. DeVane, and W.O. Denny. A few businessmen from Tampa joined the group which left for Chicago by special Pullman. From there they traveled to other places of interest to distribute literature about Plant City. At Paw Paw Lake, Michigan, they were guests of Mr. and Mrs. Ira M. Allen and daughter, Miss Elsie, whose winter home was in Plant City. This appears to be the group that breathed new life into the Board of Trade the next year." Rev. Everette L. Holliday will officiate. Interment will be in Plant City. The following gentlemen will serve as pallbearers and meet at the chapel of Wells funeral home at 3:45; E.E. Collins, Chester Carlton, Rudy Mehaffey, W.J. Wells, Paul White and J.A. Pearce. He is survived by his sons: M.L., of St. Petersburg, W.R. and L.W. of Plant City; a sister, Mrs. Annie Smith, of Clearwater, and a brother, Robert E., of Tampa; 17 grandchildren and 17 greatgrandchildren.
