Note: Eileen's parents moved to Los Angeles Co., from New Britain, CT, when Eileen was about 5 months old and she lived in the county until her
death. After the death of her father, the government sent Eileen a
stipend through her eighteenth birthday. Additionally, the government
contacted her when she graduated from high school to let her know they
would pay all college tuition if she decided to attend. It's possible
that government felt they were responsible for her father's death.
Because of the above stipend, this may be a reason why her step-father
never adopted her.
