Nellie could have been his sister Ella since the age, 53, in this census fits. However, the birthplace of Nellie's mother is listed as Virginia whereas all other census years list the birthplace as Maryland. Also, 1900 MD Census listes birthplace of Nellie's parents as MD.Also, the birth date (May 1867) for Nellie in the 1900 Census does not match that in the 1910 Census nor that of Ells.
  Therefore, I am not sure how John Henry Shackelford is the brother-in-law of Francis or Nellie Wells.
