 Veteran Served 29 Years As Superintendent of Fire Alarms

 No Successor Appointed - Other Officers Unchanged at Fire House
  Willis8 H. Leggett, for 29 years superintendent of the fire alarm system of this city, today was appointed chief engineer of the fire department by Edward S. Sweeny, commissioner of public safety. Chief Leggett succeeds Elias J. Shadwick, who died October 29, of last year, after a general physical breakdown following a half century of service in the department.
  The appointment, which had its first public announcement this morning at the fire house, when Commissioner Sweeny introduced the firemen to their new chief, came, according to the commissioner, "without solicitation, either on the part of Mr. Leggett or any of his friends." It carries a salary of $2,400; an increase of $220 a year from that of the fire alarm job.
  The appointment of Mr. Leggett to the highest post in the fire department will not eliminate the office of superintendent of fire alarms according to Commissioner Sweeny. He said that he was considering several for the appointment to that position, and would make an announcement within a few days.
  Assistant Chief John S. Hickey will continue in his post, as will Captain Thomas P. Bonny, according to information obtained this morning. It is understood that some changes are to be made at the firehouse, with possibly the creation of a new office there.
  Chief Leggett, electrician, entered the municipal service of Saratoga Springs, then a village in the spring of 1901, and since the first has been connected with the fire alarm system. It was due largely to his skill, experts say, that the antiquated and decrepit apparatus used for box signaling of fire alarms was kept in operation. It was also due largely to his insistent endeavors that the City Council, urged by Commissioner Sweeny, decided upon the installation of new fire alarm equipment coincident with the opening of the new central station on Lake avenue.
  Chief Leggett's duties as an electrician required his attendance at every fire, and there were few, over a period of 29 years, which did not find him present. A gong was installed in his home, which struck simultaneously with the one in the fire station, and summoned him at all hours of day or night to the scene of the fire. In his capacity as electrician he inspected buildings as to the electrical equipment, and often served as a fireman when his aid was necessary.

  Willis H. Leggett, 81, former chief of the Saratoga Springs Fire Department died last night. He was born in Saratoga Springs May 4, 1869 and had lived in the city all his life. His home was at 165 Phila.
 After serving as superintendent of the fire alarm system of the city for 29 years, Mr. Leggett was appointed fire chief by Edward Sweeny in 1930. When he retired, he was succeeded by John S. Hickey.
 Mr. Leggett, an electrician, entered the municipal service of Saratoga Springs in 1901 and served continuously in connection with the fire alarm system until he became chief. He was given credit for keeping the old apparatus use for box signals in operation, and he was instrumental in having the city install the new fire alarm equipment when the new station was opened in Lake Ave. It was said that he missed few fires during his term as electrician.
 An active Mason, Mr. Leggett belonged to the Rising Sun Lodge, Rising Sun Chapter, Cryptic Council, Washington Commandery, and the Shrine. He had received his 50-year pin from Rising Lodge, F. and A.M. He had also belonged to the Royal Arcanum and had been regent of High Rock Council.
 His son, Elmer W. Leggett, is local wire chief of the New York Telephone Co.
 Survivors include his wife, Mrs. Margaret Ryan Leggett; a son, Elmer W. Leggett; two grandchildren, Miss Marion E. Leggett and Willis E. Leggett; a brother, Clarence I. Leggett, all of this city, and several nieces and nephews.
 The funeral will be held Thursday at 11 a.m. at the Bussing Funeral Home. The Rev. Malcolm W. Eckel, rector of Bethesda Episcopal Church, will officiate. Burial will be in the family plot.
 Friends may call at the funeral home tomorrow from 3 to 5 and 7 to 9 p.m.
