Note: re, checking Ohio, where he is consistently (in censuses of 1900, 1910, 1920 and 1930) listed as having been born, and New Jersey, and Arthur and Frederick and Kate (his parents) everywhere in that year.
Arthur F. Leggett is found in the household of his father and mother with his two brothers in 1900 and 1910. His two brothers were born in New Jersey, so the family spent a short time in Ohio, but it does not seem to be reflected in any census. In the 1900 Census, Arthur is listed as having been born in August, 1874, his brothers not until March 1884 and February 1886. If the family could be found in the 1880 census, it would certainly help in determining the extent of their time in Ohio. They were married in 1873, probably in New York. Perhaps Arthur was born while his parents were merely visiting Ohio?

Who is this other Arthur Leggett, which threw me off the trail for so long, thinking I had a slew of Leggett cousins? These may indeed be related, but we do not know how just now.

Arthur is living in Idaho, in the 1920 Census, aged 39, with a 26 year old son and 23 year old daughter, both born in Utah, yet he is listed as single, living with his parents and brothers in New Jersey aged 25 in the 1900 Census, and 35 in the 1910 Census. This has to be the same Arthur F. Leggett as in the earlier censuses; he is listed in both as being born in Ohio of a father born in New York and a mother born in England.
Given that wife Lydia appears to be listed as aged 48, as opposed to Arthur's 39 (he was actually 46, so old enough to have a 26 year old son) in the 1920 Census, these children are hers from a previous marriage, and Arthur has adopted them, given that they have his surname (or maybe the enumerator just assumed they did, if no one in the household said anything to the contrary) and, at any rate, is listing them as children, rather than stepchildren.

This family is not found in Idaho in the 1930 Census, using a soundex search returning 169 names; one Leggett, a few Liggetts. Tried nationwide soundex on Arthur Leggett; 423 hits, none a match. Have already tried searches on Utah and Idaho births, no luck.
Have also tried searching for an Arthur Leggett in the 1880 Census, born Ohio, no luck.
