Marriage:
Notes
a. Note: oore Rutman and Mildred Moore. Information on the death and burial of Glenn is from his Florida State death certificate. This certificate states that he was divorced at the time of his death. His marriage certificate has not been found, though the only search made has been at the Probate Court of Scioto County. His wife's name was Nell, whom he married prior to 1937 based on the information in the Portsmouth, Ohio, City Directory, 1937. This relationship was confirmed by the 1940 Ohio census, Source Citation: Year: 1940; Census Place: Portsmouth, Scioto, Ohio; Roll: T627_3143; Page: 3A; Enumeration District: 73-55.
Living with Glenn in 1940 was not only his wife, Nell, but Nell's two children supposedly by a previous marriage, Joan (age 14) and William Payne (age 13), listed as stepchildren of Glenn. I have a recollection from my father that these children of Glenn were living as adults somewhere in the Dayton area during the 1980's.
Since the above notes were entered new information has come to light in 2017 re: the maiden name of Nell, her marriage previous to Glen, a divorce, and her remarriage to her first husband. The data found is most easily copied and pasted here from a communication to me by a researcher on Ancestry who discovered the information. Very little of this involves Glen, other than the fact the he and Nellie divorced sometime prior to 1946:
  "Neil,
I also think the Helen in the 1940 census is a different person then the Nellie in 1930 census. I think they may have divorced, both remarried and then they later got remarried to each other again as you will see from other records.
The 1930 census states William [Nell's first husband] & Nellie had been married 6 years. He was 25, she was 19 at the time. Her parents were from West Virginia.   Here is the marriage record for Nellie Hudlin and William E Payne
  Portsmouth Daily Times
 Portsmouth, Ohio
 Friday, November 16, 1923 - Page 25
A quiet but pretty wedding was solemnized in the parsonage of Manly church last evening at six o'clock, when the pastor, Rev. P. A. Cross, united in marriage Miss Nell M. Hudlin and Mr. William Payne. The young couples were attended by Miss Blanche Payne, sister of the groom, and Mr. Emory s. Smith. The charming young bride was attired in an attractive costume of dark blue crepe, with accessories to match, and wore a corsage of bride's roses. After a short wedding trip the young couple will take up their residence in this city.
As the first paragraph above states at one point before 1937 Nell married Glen Eugene Moore and though their marriage certificate has not been found they are living as husband and wife on the 1940 census with two Payne children in the household. "United States Census, 1940," database with images, FamilySearch(https://familysearch.org/ark:/61903/1:1:KWLK-N53 : accessed 27 December 2017), Glenn Moore, Ward 4, Portsmouth City, Wayne Township, Scioto, Ohio, United States; citing enumeration district (ED) 73-55, sheet 3A, line 1, family 38, Sixteenth Census of the United States, 1940, NARA digital publication T627. Records of the Bureau of the Census, 1790 - 2007, RG 29. Washington, D.C.: National Archives and Records Administration, 2012, roll 3143.
I have not looked for the divorce papers for Nell and Glen but it was prior to Nell's remarriage to her first husband, William E Payne, in 1946. The 1946 marriage record has the correct names for both the above's parents. Ages are also about right. In the interim William had gotten married to someone (it appears to be a Helen) and divorced her prior to his remarriage to Nell. I have not followed the thread of this second marriage for William E Payne.
