  Clarence was born in his family home at 64 Henry St. and lived there throughout his youth. As a young boy Clarence attended the old Public School that was at the north west corner of Lorne and King St's in Trenton. When Dufferin Public School was built he was part of the first classes to start their.
  He attended the High School that was in what is today College St. P.S. He talked about having to walk each day over the covered bridge that still went over the Trent River. Workmen would push the horse manure through holes into the water. One day in the winter while skipping classes he had to go down through one of these holes to escape being seen. The horse manure was piled high below on the ice!
  From there he attended the University of Toronto and after an unsuccessful year began to attend McGill University in Montreal. He graduated with his Bachelor of Commerce degree in 1924. He worked briefly in Toronto before marrying Jean McIntosh and settling in Trenton. He joined his father in business ventures. It was not long before Bailey Hardware was in financial trouble and his father owned the building. The son and father took over the business with no plans to keep it going for many decades. However business was good and Clarence found himself becoming a retailer. This was his business for the rest of his working life.
  Clarence was active in town affairs. Below are listed some of his accomplishments.
 President of the Chamber of Commerce
 Chairman of the Public School Board
 First Chairman of the Trenton Air Cadets
 Member of the Masonic Blue Lodge - 50 year pin
 Steward and Trustee of the King Street United Church
 Charter member and President of the Trenton Rotary Club 1947.
 Recipient of the Paul Harris Fellowship award, the highest award given to Rotarians.
 Chair of the Salvation Army Red Shield Campaigh for which he received a plaque.
 Counsellor of the City of Trenton for 5 years in the 1940's.
 Chairman of Finance for the Trenton Municipal Council.
 Chairman of Finance for the Trenton Memorial Hospital when it was built.
  Clarence was proud of his role along with Mayor Ken Couch at putting Trenton's financial affairs in order during his term in Municipal office. This involved meeting with Toronto financiers to float a municipal debenture that was paid off in a responsible manner.
  Clarence, called Bill by his close friends, was always regarded as a kind and fair man and was referred to by many as a "true gentleman".

 On March 10, 1926, W Clarence Saylor, Sole owner, established a business 'for the purpose of buying bankrupt and other lines of general merchandise for sale by retail or wholesale in Belleville and other places of cities, towns or villages as circumstances may warrant.' Borrowed $2414.60 from his father. Leased the 'store in Victoria Block, west side of Front St, Belleville, from S Cameron for 4 months at $50/month.
