He was a blacksmith, according to census records, and I would think that "Axel" would be a good nick-name for a blacksmith (who would have worked on wagon axles) named Achillis! He is listed as a child of George and Mary Forrester in old family notes and I would think that he is likely the "Uncle Axel" that his niece, Effie (Forrester) Mayfield, mentioned.
