Notes
a. Note:   , New York (where some of his brothers lived). However, given the fact that an Ira Phillips was enumerated in Onondaga Co. in 1820, and another Ira Phillips was enumerated in Ontario (what is now Monroe) Co., the one who died in 1822 may have been a different man.
Monroe Co., NY, general records index:
 Ira Phillips (Mendon)
1822, April 1, Letters of Administration rec.
L.B. A, p. 150 This Ira Phillips apparently had children. The following names are found in Guardianship records of Monroe Co., NY, all of Mendon, and all dated 24 June 1822 (L.B. A, p. 287):
Morgan L. Phillips Morris M. Phillips Ira Phillips ***
An Ira Phillips married Alvira Merrill; she was the daughter of Nathan and Nancy (Taylor) Merrill who settled in Clarendon, Orleans Co., NY, in 1834. This mention didn't give a birth or marriage date, but Alvira's brother, Lemuel E. Merrill, was born 9 Aug. 1816. (Landmarks of Orleans Co., New York, by Isaac Signor (1894), Part III, p. 124)
This could refer to the younger Ira Phillips (who was orphaned in 1822)
Ira Phillips bought land in the Town of Clarendon, Orleans Co., New York, 13 June 1852 (Lot 155, 17, 34 ac.); Zardius Tousley owned land near by (Lot 155, 31, 60 ac., purchased 18 Dec. 1849). (Landmarks of Orleans Co., New York, by Isaac Signor (1894), p. 560)
This likely refers to the Ira Phillips (1790-1868) of Murray, Orleans Co., NY, who would have been too old to be the orphan of 1822.

Note: Murray Twp., Orleans Co., NY is adjacent to Clarkson, Monroe Co., NY. Clarkson was created from Murray Twp. in 1819. Clarkson is where other children of Elijah & Susannah (Gates) Phillips lived in the 1820s-1830s, and Ezra Phillips lived in nearby Parma, Orleans Co. in 1820 (when it was still Genesee Co.)
RE: Rowena, wife of Ira Phillips (1790-1868) of Orleans Co., NY. She seems to have been born abt. 1804, and was the daughter of Seth Bull (1768-1828) and Sarah Selden. They were from Harwinton, CT, and later settled in Henrietta, Monroe Co., NY.
A Surrogate's Court Deputy Clerk looked in the "old" (pre-1897) probate record book for Orleans County, and did not see any record for Ira Phillips. There were a few other people named Phillips.
Pioneer Records of the Orleans County Pioneer Association (organized 1859) recognized residents of western New York who lived there prior to 1 Jan. 1826. Among those listed, from minutes of the annual meeting of 21 June 1861, was Ira Phillips of Clarendon, Orleans Co., New York.
There were quite a few people named Phillips burried in Hillside Cemetery, Clarendon, Crleans Co., NY, including Ira Phillips and his second wife:

It seems that the Ira Phillips who is buried in Hillside Cemetery, Clarendon, Orleans Co., NY, had a first wife named "Lura" who died in nearby Henrietta, Monroe Co., in 1822, aged 27. She was buried in Tinker Cemetery, where a number of other people named Phillips were also interred:
