Before he started the paper he was American Consul in England. He was on one occasion an interreter for Prince Jerome Buonaparte. Founder of The Shipping and Mercantile Gazette, London, England (paper became Lloyd's Shipping List [1880s], later Lloyd's Register). S&M was an extremely prestigious newspaper - a daily evening paper, printed and published by James Partridge. JW sold paper soon after founding and went to America again, returned to be Chief Editor for the last 25 years of his lif Wm Mitchell baught the paper from him and was later Knighted or Baroneted.
